St. Paul, MN (Learfield)  --  Minnesota government gets high marks for the state's good credit rating, low unemployment, controlled debt and a poverty rate well under the national average.

The state is ranked fifth among the nation's best-run states. "24/7 Wall Street" has ranked the states for their economic climate and standard of living for the last six years.  

North Dakota was ranked at the top for a fourth straight year, followed by Wyoming, Iowa and Nebraska.  At the bottom of the annual list are Mississippi, Illinois and New Mexico.
