Panhandling Ordinance Takes Effect This Week

A new panhandling ordinance will take effect in Rochester beginning this Saturday.  Last night the City Council voted 5-2 in favor last night.  Supporters hope it will prevent aggressive panhandling in certain areas, such as ATMs and public outdoor dining areas.
