The National Weather Service in La Crosse is forecasting arctic air spills to roll through Minnesota, sending temperatures well below 0 on Wednesday and Thursday night, with bitterly cold wind chills as low as 20 to 35 below zero. Highs are expected to reach up near 0 on Thursday.
