City of Rochester Hires New Legislative Policy Analyst

Rochester, MN (KROC-AM News) - The City of Rochester announced today the hiring of a Rochester native as its new Legislative Policy Analyst.

Heather Corcoran will work in both Rochester and at the Minnesota State Capitol to help advance the City’s priorities by serving as a liaison to the State of Minnesota, the Federal Government and other governmental agencies.

In her role as the Legislative Policy Analyst, Corcoran will support all aspects of legislative affairs for the city, including the analysis of legislative proposals and recently enacted legislation affecting the delivery of local services by departments of the City of Rochester; development of policy positions and legislative language in support of the city’s priorities, and stakeholder outreach. She will start at a salary of $110,000.

Corcoran worked at the League of Minnesota Cities for over ten years, worked as an intern in the Intergovernmental Relations Department, then in education training events and a few different full-time roles in the intergovernmental relations department advocating on behalf of the cities of Minnesota. She most recently has worked in the role of the Engagement Manager. In her roles, Corcoran has supported the Minnesota City/County Management Association, Minnesota Mayor’s Association, LMC policy committees and LMC conferences.

Cocoran graduated from John Marshall High School and was a member of the Rochester-Olmsted Youth Commission and shadowed then-mayor Ardell Brede.
