St. Paul, MN (KROC-AM News)- A sex offender who authorities say was illegally in Minnesota has been charged with assaulting a federal officer.

That’s according to a news release issued by the U.S. Attorney’s Office in Minnesota. Court records indicate he was convicted for fourth-degree criminal sexual conduct in 2022. 

Federal officials say local authorities did not honor a local detainer issued for him at the time by Immigrations and Customs Enforcement (ICE) and released him from custody.

39-year-old Roberto Carlos Munoz of Guatemala is charged with assault on a federal officer with a dangerous or deadly weapon and resulting in bodily injury. 

The alleged assault occurred while federal authorities attempted to serve a warrant related to Munoz’s illegal immigration status in Bloomington on Tuesday, the news release says.

Federal authorities, who court documents say were clearly identified as law enforcement, attempted to stop Munoz in a vehicle but he refused to comply and stayed inside of the locked vehicle. 

A federal officer broke out the vehicle’s back passenger window and attempted to unlock one of the doors.

As the officer gained entry, Munoz put the car in drive, drove up onto a curb and accelerated while the officer’s arm was stuck in the vehicle, court documents say. 

The officer fired his taser twice in an effort to get Munoz to stop but the wanted man continued driving. He also swerved in an attempt to shake the officer from the car, the news release says. 

The car re-entered the road, which caused the officer to break free. He was dragged by the vehicle about 300 feet, federal officials say. 

The officer was treated at the hospital for a cut that required 20 stitches on his right arm, a cut that needed 13 stitches to his left hand and multiple abrasions to his left knee, elbows, and face.
