Man Charged in Deadly St. Paul Police Chase Held on $300K Bail
St. Paul, MN (KROC-AM News) - Bail has been set at $300,000 for the man accused of taking another man's life in a crash that occurred while he was allegedly fleeing from law enforcement in the Twin Cities Sunday night.
Felony charges were filed today against 28-year-old Lorenzo Leontay Washington of Minneapolis. The criminal complaint alleges he was responsible for the death of 36-year-old Day Por Tho of St. Paul.
The criminal complaint filed against Washington today in Ramsey County court alleges he was attempting to elude State Troopers when he lost control of his car, which went over the curb and into a church parking lot, where it smashed into a parked car. The court document says Tho was inside the parked vehicle and was fatally injured when he was ejected during the crash.
According to the complaint, a Ramsey County deputy estimated Washington was driving at approximately 90 mph before the crash. The charges allege Washington fled on foot following the deadly collision, but was apprehended nearby.

The court document says the pursuit that led to the crash began at 11:18 PM on eastbound I-94 in St. Paul when a State Trooper initiated a traffic stop for speeding. It was reported that the motorist, later identified as Washington, initially stopped, but then sped away.
During the chase, it's alleged Washington drove recklessly, made unsafe changes in his course of driving, ignored traffic controls, ignored the emergency lights and sirens on unmarked State Patrol vehicles and drove at speeds in excess of 100 mph.
He is charged with felony counts of fleeing police and criminal vehicular homicide. His formal arrangement on the charges is scheduled for Wednesday morning in Ramsey County Court.
