22-Year-Old Woodbury Man Facing Stalking 7 Riot Charges in Rochester Case

22-year-old Amani Aballa Oman of Woodbury is charged with felony stalking, gross misdemeanor third-degree riot and misdemeanor assault.

The complaint says the victim fled to the Law Enforcement Center in downtown Rochester after being chased out the Quarters Apartment complex, located at 826 21st Ave SE, by a vehicle Oman was alleged to have been riding in.

Once at the Law Enforcement Center, the victim told police that Oman and other individuals jumped him while he was in his vehicle in the parking lot at the Quarters.

The victim said he was chased by the suspect vehicle after Oman and the others attempted to break into the victim’s vehicle. An officer offered to escort the victim back to the Quarters.

As the officer and victim approached the apartment complex, they came across the suspect vehicle, described in the court document as a dark-colored SUV. It had crashed into a house near the intersection of 15th Ave. and 8 ½ St. SE, the charges say.

Oman was at the crash scene and said they were fleeing a vehicle that was chasing them, the complaint says.

Investigators reviewed camera footage from the Quarters. It showed the suspect vehicle circling the parking lot with its lights off. The victim’s vehicle is then seen entering the lot and the two vehicles are seen coming together, the charges say.

Lighting in the parking lot prevented the camera from capturing what happened after the vehicles came together, however a witness told police they saw a group of six people “beating on a car,” the court document says.

Camera footage then shows the SUV following the victim’s vehicle, the complaint says.

The victim also said Oman was in a group of individuals who had assaulted him at Cascade Lake Park on Nov. 17. The charges say he provided officers with video of the alleged assault.

Other individuals are named in the complaint but have not yet been charged in the case.

Oman is being charged via summons. He’s scheduled to make his first court appearance in June.
