Rochester, MN (KROC-AM News) - A Rochester man has been handed a prison sentence for a conviction connected to a shooting that occurred about a year ago.

18-year-old Izayah Frazier was accused of brandishing a handgun during a confrontation outside a Rochester apartment building on May 4, 2024. According to the criminal complaint, security camera videos of the confrontation comprised most of the evidence against him.

The court document says Rochester police responded to a report of a shooting at the apartment building. The 911 caller stated that three shots were fired before a black car was seen speeding away from the scene.

The criminal complaint says investigators reviewed surveillance videos and were able to identify Frazier as the person seen standing in a doorway near the parking lot holding a black bag as a black car approached and parked nearby. The video then shows a man getting out of the vehicle and approaching Frazier, who can be seen pulling a handgun from his waistband as the other man bent down to look in the bag.

According to the court document, the video then shows the second man fleeing on foot with the bag before the car drives away and Frazier is seen running back into the apartment building. The criminal complaint states that it did not appear Frazier actually fired his gun, but it was likely that someone in the black car fired a weapon based on the location of the shell casings and the bullet holes that were found at the crime scene.

The charges against Frazier indicate that police searched an apartment associated with him in the building and found a so-called "ghost gun" that lacked a serial number. Police also reported finding an extended ammunition magazine in the closet.

Frazier was charged with second-degree assault, illegal possession of a firearm by a person convicted of a crime of violence, and possession of a firearm with no serial number. The court document notes that he was prosecuted for felony assault as a juvenile in 2023.

In February, Frazier entered into a plea agreement and admitted to the charge of illegal possession of a firearm in exchange for the dismissal of the other felony charges. He was sentenced today to five years in prison.

A separate criminal complaint was filed against the alleged driver of the car involved in the incident. 29-year-old Christopher Lamar Smith is charged with felony counts of drive-by shooting, second-degree assault, and illegal possession of a firearm by a person convicted of a crime of violence. Olmsted County Court records show that he is currently scheduled to stand trial in December.
