The Rochester Police Department says the previously announced release of a Level 3 Predatory Offender to Rochester has been canceled. A spokesperson this afternoon indicated a last-minute court order means Joshua Lee Winsky was not discharged from state prison as scheduled today and will remain in the custody of the Minnesota Department of Corrections. A preliminary court hearing on his case has been scheduled for March 9.

Rochester, MN (KROC-AM News) - A level 3 predatory offender is moving to southeast Rochester.

The Rochester Police Department said that Joshua Winsky has been approved to be released from Minnesota Department of Corrections’ custody and he will be moving to the 2100 block of Campus Drive southeast, Rochester on March 1st.

Authorities said Winsky has a history of sexual contact with known female teenagers. Contact has included sexual touching and penetration. Winsky took advantage of at least one female’s vulnerable state and has used force to gain compliance.

The Rochester Police Department said that this notification is not intended to increase fear but rather raise awareness, and they may not direct where this individual does or does not reside, nor can the agency direct where he works or goes to school.
