Rochester, MN (KROC-AM News) - The city of Rochester is gearing up to begin an educational program to get the word out about its new seasonal parking restrictions.

The new ordinance took effect Oct 1st and has led to some confusion and questions. The City Council Monday gave its blessing to a $50,000 educational campaign to get the word out about the ordinance.

The council Monday also approved a change involving seasonal cul-de-sac parking. Rather than a complete ban on parking in the circular portion of a cul-de-sac, the same even/odd restrictions involving streets will now apply.

Officials say there will likely be a two-year learning curve as the city and residents adjust to the ordinance. Spokeswoman Jenna Bowman says for now, the city will concentrate more on education than enforcement.

The ordinance affects vehicles parked on public streets and was primarily adopted to help the city deal with snow events. The ordinance will be in effect between Oct 1st and May 1st - even if there is no snow on the roadway or in the forecast. Parking will be permitted on the side of a street with EVEN house numbers when the calendar date is EVEN and on the side of the street with ODD house numbers when the calendar date is ODD. These restrictions will be in effect every day from 2:00 AM to 3:00 PM.
