This is a prime case, where people couldn't go to a Houston, Texas, bar/restaurant, so the bar/restaurant fitted up an "ice cream" truck and they go to the people.
It's not exactly a truck that rolls thru neighborhoods during the cocktail hour playing Dean Martin songs about drinking, with adults begging their kids for money to go out and buy a drink and SWEARING it won't ruin their dinner.
