Dutch Prison Problem

AMSTERDAM (AP) — The Netherlands has an unusual prison problem -- a relative scarcity of inmates. Data released by the Justice Ministry shows that, for the first time, there are now more guards and other prison staff than prisoners. The ministry is studying the reason for the decline as well as closing prisons.
