Rochester, MN (KROC-AM News)- A young Rochester man is facing a felony charge for a pursuit involving speeds in the triple-digits.

That’s according to a criminal complaint filed in Olmsted County Court on Friday. The alleged pursuit happened on Friday morning. 

A Minnesota State Trooper on patrol first spotted the suspect vehicle traveling at a visibly high rate of speed shortly before 2 a.m., the complaint says.

The trooper turned around after spotting the southbound vehicle on Hwy. 63 near the 60th St. Southwest intersection. Radar measured the vehicle’s speed at 91 mph in the 65mph zone, the complaint says.

Upon activating his emergency lights and siren, the trooper estimated the suspect vehicle to be traveling at 104 mph and accelerating as the squad and suspect vehicle continued southbound, according to the court document. 

As the vehicles approached the Hwy. 63/I-90 interchange, the suspect vehicle turned off its lights. The driver turned the lights back on in the area of Schumann Dr. Northwest in Stewartville and was traveling at 70 mph, the complaint says.

The driver then pulled over, stopped then followed the trooper’s commands to exit the vehicle, the court filing states. 19-year-old Phillip Pang Khonesvahn See was identified as the driver. 

He told the trooper he was late for work and admitted to driving at 120 mph. Khonesvahn See said he knew the trooper was behind him and feared he would be arrested for speeding, according to the complaint.

Khonesvahn See was arraigned on a felony fleeing charge during his first court appearance on Friday. He was released without bail and is due back in court next month.
