Predatory Offender Registers with Police as Homeless in Rochester

Rochester, MN (KROC-AM News) - The Rochester Police Department has issued a Community Notification concerning a high-risk convicted sex offender now living in Rochester.

The Minnesota Department of Corrections categorized 40-year-old Amelioleona Jonquese Mitchell as a Level 3 predatory offender prior to his release from prison in 2014. The Community Notification indicates he reported to Rochester Police on Wednesday that he was living in the city as a homeless individual.

His most recent time in prison stemmed from his conviction on a false imprisonment charge in 2013. Mitchell's criminal history also includes a felony criminal sexual conduct conviction in 2007 that resulted in an 81-month prison sentence. Both crimes occurred in the Winona area. Since completing his most recent sentence, Mitchell is no longer under supervision.

The Community Notification says the false imprisonment conviction involved a woman known to Mitchell who was also physically assaulted. It also indicates the victim in the rape case was not known to Mitchell and he was accused of using force, a gun, and manipulation in the commission of the crime.
