Search Continues For Predatory Offender

A Level 3 offender, once convicted of rape in Rice County, is wanted by authorities on other charges.

Jabar Pedro Morarend, 45, of Albert Lea was charged in April with fleeing a peace officer. Methamphetamine and items related to a burglary were discovered at the time, according to the Faribault Daily News. He did not appear for his initial court appearance in Freeborn County District Court.

As a Level 3 offender, he is at a high risk of re-offending. He was convicted in 1998 in Rice County for the rape of an adult woman who was his neighbor. And he did so with force and threats and a knife and entered a home without permission.

He is described as 5-feet-10-inches, and weighs about 220 pounds, he is white/Hispanic with fair skin, brown eyes and brown hair.
